COMUNICADO ESPECIAL DE LA COMUNIDAD DE ESTADOS LATINOAMERICANOS Y CARIBEÑOS SOBRE LA CONMEMORACIÓN DEL 53º ANIVERSARIO DE LA ADOPCIÓN DEL TRATADO PARA LA PROSCRIPCIÓN DE LAS ARMAS NUCLEARES EN LA AMÉRICA LATINA Y EL CARIBE

La Comunidad de Estados Latinoamericanos y Caribeños (CELAC), en ocasión de la conmemoración del 53º aniversario de la adopción del Tratado para la proscripción de las armas nucleares en la América Latina y el Caribe, también conocido como “Tratado de Tlatelolco”, se congratula por la firma de este histórico acuerdo que permitió establecer la primera zona en el mundo libre de armas nucleares.

Reiteramos nuestra profunda preocupación por la amenaza que representa para la humanidad la existencia de las armas nucleares, su uso o amenaza de uso, así como, su impacto humanitario y ambiental, hacemos hincapié en que las armas nucleares no deben utilizarse bajo ninguna circunstancia.

El uso o la amenaza de uso de armas nucleares constituyen un crimen contra la humanidad y una violación al Derecho Internacional, incluyendo el Derecho Internacional Humanitario, así como a la Carta de las Naciones Unidas. Por lo tanto, la única garantía efectiva contra el uso o amenaza del uso de armas nucleares es su prohibición y eliminación total de manera transparente, verificable e irreversible y dentro de un plazo claramente definido.

Reafirmamos la necesidad urgente de avanzar hacia el objetivo prioritario del desarme nuclear y de lograr la eliminación total y general de las armas nucleares.

SPECIAL COMMUNIQUÉ OF THE COMMUNITY OF LATIN AMERICAN AND CARIBBEAN STATES ON THE COMMEMORATION OF THE 53RD ANNIVERSARY OF THE ADOPTION OF THE TREATY FOR THE PROHIBITION OF NUCLEAR WEAPONS IN LATIN AMERICA AND THE CARIBBEAN

The Community of Latin American and Caribbean States (CELAC), on the occasion of the commemoration of the 53rd anniversary of the adoption of the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean, also known as the "Treaty of Tlatelolco", welcomes the signing of this historic agreement that established the world's first nuclear-weapon-free zone.

We reiterate our deep concern about the threat posed to humanity by the existence of nuclear weapons, their use or threat of use, as well as their humanitarian and environmental impact, and emphasize that nuclear weapons should not be used under any circumstances.

The use or threat of use of nuclear weapons constitutes a crime against humanity and a violation of international law, including international humanitarian law, as well as the Charter of the United Nations. Therefore, the only effective guarantee against the use or threat of use of nuclear weapons is their prohibition and total elimination in a transparent, verifiable and irreversible manner and within a clearly defined time frame.

We reaffirm the urgent need to move towards the priority objective of nuclear disarmament and to achieve the total and complete elimination of nuclear weapons.
